But it is a matter of great concern that process of administration is declining everyday. The materialist attitude of society has caused great erosion in the professional ethics of the civil servant. He has an indifferent attitude towards the progress of the nation. Therefore the allocated funds and benefits fail to percolate the targeted section of society.
