In such a case, a copy goes to the Airport Authorities and another to the Airlines Authorities. In rare cases when this does not suffice, a copy of the complaint is also tendered to the Police officials on duty/area Police Station.

I am a passenger of Air India flight No. ________ enroute Toronto to New Delhi via Cairo. I boarded the flight at its starting destination i.e. Toronto.
I waited at the baggage collection belt for three hours but to no avail. My bags did not show up. Therefore I request you to trace my baggage and inform me at the earliest.
