Dear (Name),
I am in receipt of your letter dated ____________ demanding rent for the premises occupied by me. But I regret that I cannot pay the rent unless you care to effect the repairs for which I have been reminding you off and on and you have been promising to do the needful but doing nothing. I have told you many a time that the water tap in the kitchen is leaking and water is spilling out twenty-four hours which causes me undue money loss. Similarly there is something wrong with the sewer pipes which are blocked and dirty water cannot move out. Your mechanic who visited my house the other day was unable to set things right and whet away without doing his job. My complaint to you, as such, remains unattended since then. In such circumstances I don’t think there is any justification for you to force me to clear my dues.
I, therefore, request you to get the needful done without further delay. I will pay the rent only if and when you get the repairs effected, the sooner the better.

If after the receipt of this letter you still continue ignoring your part of the obligation and do not get the repairs done within fifteen days, I shall myself do the same on your behalf and deduct the cost from the rent payable and remit the balance, if any, to you.
