The ____________ (Place) govt, was caught totally off-guard and the mob went into a rampage damaging both govt, and private properties, thereby holding the part of the city, especially ____________ (Place) to ____________ (Place). What was really shocking was the safety of the citizens, which was at mercy of the hooligans.
