The second group addresses mainstream human rights on agenda for civil, social, economic and political rights. Human rights deal with social realities. Working for human rights has become synonymous with working for progressive foreign policy in which individual are at centre of policy. The goal of human rights is to achieve power security and economic well being of humanity. It also brings social, economic welfare and national unity among nations. As working for human rights is synonymous with humanizing policy.
The contemporary views toward human rights stem from 3 basic philosophies – conservatism, liberalism and communalism. The first political philosophy is conservation. In this, rights are entitled to only strongest person. The rights are entitled to only strongest person. The rights are given to only who emerge on top position and to powerful people.

This process eliminated the weak class. The second philosophy is liberalism. It believes in highest good and well being of individual. It creates betterment of people through freedom and equality. Many liberals like T. H. Green support liberalism and said that “liberalism is essentially an agency for creating social condition that makes moral development possible”. It helps in moral life and moral development of society. The third philosophy affect human right is communalism. The communal school of thought is Marxist.
According to Marx, there should be class, no property and no state. According to Marx, class, property and state cause exploitation. The main priority should be communal rights right to peace, right to self determination, right to development and right to healthy environment.
