State Board is the highest institution of Education in the State. It is found in every State except in Nebraska, Mann, Illinois, Ohio, Rhode Island, Iowa, Wisconsin and Southern Dakota. In addition to the State Board, there is a Board of vocational education for carrying out the vocational programmes of the Federal Government.
In eight States, Board of vocational education also functions as State Board of Education. In New York, State Board of Education is known as Rezents Board. The number of members on the State Board of Education is not definite.
In most of the States their number is 7 and in rest of the States, it is from 3 to 12. In New York, these members are elected by Legislative members.

In about 35 States, they are nominated by the Governor, in 8 States they are ex-officio and in 4 States, they are elected by popular vote. In some States, people from the education profession are nominated as members of the Board. But most of the States have members elected by the people.
The Chief Education Officer is concerned with the State Board of Education. But this relationship is different in different States. In 27 States, he is the member of the State Board, in 30 States, he is the Administrative Officer, in 13 states he is the Secretary of the Board or Administrative Officer, and in 20 States he is member and Secretary and in 10 others he is the member and Chairman of the State Board of Education.
