The pre-shipment inspection of textile goods is carried out under a number of regulations and schemes. These regulations have been laid down for different items, either for compulsory inspection or voluntary inspection.
Since there are different schemes for the inspection of various items of textiles, exporters should seek necessary information from the Textile Committee and/or concerned inspection agency.
In regard to items for which inspection is not compulsory, but which are eligible for duty drawback and other export benefits, inspection is carried out on a voluntary basis, by the Textile Committee, 79, Dr. Annie Besant Road, Worli, Mumbai – 400 018.

It is also conducted in respect of goods for which special certification to get tariff concessions and quota free treatment at the importing end, as detailed later, are required.
Applications:
Application for pre-shipment inspection of textile goods is, by and large, to be made to the Textile Committee in the following manner –
(i) Application in the prescribed form (there are different forms for different categories of textiles)
(ii) Invoice (one copy)

(iii) Export Order/Contract (one copy) along with original.
(iv) Packing list
The applicant should also mention the category number and the NIMEXE Code No. (TSUS No in case of US) along with the description of the garment.
The necessary combination form, GSP form, etc., as applicable to the particular category by which export is to be made, should also be enclosed along with the necessary service charges.

Applications are to be sent at least one day in advance of the date when inspection is required. However, small consignments can be brought to the office of the Textile Committee before noon any day.
Procedure for Handling of Quality Complaints:
Procedures have been evolved for assessment and evaluation and settlement of complaints on quality received from foreign buyers, by the Regional Standing Committees set up at Ahmadabad, Bangalore, Calcutta, Chennai, Cochin, Delhi, Hyderabad, Kanpur, Ludhiana and Mumbai.
Training Facilities:
For providing training to the Inspection Officers on a regular basis, a Quality Development Centre (QDC) has been set up by the EIC at Chennai.
Through the curriculum of training, Officers of the EIC and the EIAs are given training on the methodology and techniques of quality assurance including the latest techniques in inspection and quality control prevalent in other countries.
