The international covenant on political and civil rights elaborates upon most of civil and political rights, enumerated in universal declaration of human right and so the international covenant on economic, social and cultural rights elaborate upon most of economic, social and cultural rights-right to work, equal pay for equal work, right to just and favorable condition of work, trade union right, to social security, right relating to the protection of family, right to health, right to adequate standard of living, right to education, right relating the protection of culture and science.
This covenant take step for the progress toward achieving the full realization of right recognized in it. It make prohibition of all the discrimination on the bases of caste, colour, creed, sex, religion and take supervisory measures state parties to UN Economic and Social Council on the step they have adopted they have made in realization of enumerated rights.
This covenant recognized that economic rights are related to political and civil right. Political right can be exercised effectively only under condition of material, social and cultural security. For e.g., if one is poor, right to vote is relatively uniformed. It ensures that all people have right of self-determination.

All people can freely use of their natural wealth without prejudice to any obligation arising out economic cooperation based on the principle of mutual benefit and international law and shall promote the realization of right of self-determination.

The steps are taken to achieve full realization of right include technical and vocational guidance and the training programmes, policies, techniques to achieve the productive employment under condition for safeguarding fundamental political and economic freedom to individual.
Each state parties recognizes the right to take part in culture life, to enjoy the benefit of scientific progress and its application, to benefit from the protection of moral and material interest, to encouragement and development of international contract in scientific and cultural field. It promotes right to education by providing compulsory primary education within its jurisdiction.
