The civil and political right is guaranteed by this covenant. It elaborates various ways for the prohibition against racial, sexual and religious discrimination and ensure right to all without any discrimination on the bases of caste, colour, creed, sex, religion, property.
It ensures equal right to men and women to the enjoyment of all civil and political rights. Article 8 of covenant provides the forbid the slavery. Article 14 states-“All persons shall be entitled to minimum guarantees in full equality. Everyone shall have freedom of thought, conscience and religion. Everyone shall have be equal before courts and shall have recognizes everywhere as person before law. Right to own property and right to asylum are not a right recognized in covenant.

The state parties to present covenant including those having responsibility for the administration of Non-self- governing and lowest territories shall promote the realization of self- determination and shall respect the rights, in conformity with the provision of Charter of United Nation.
It undertakes to ensure that any person whose right is violated shall have effective remedy and to develop the possibilities of judicial remedy. There shall be no restriction upon or derogation from any fundamental human rights recognized or existing in any state party to present covenant pursuant of law, convention, regulation or custom on the pretext that the present covenant does not recognized such rights. No one shall be subjected to cruel, inhuman treatment.
Everyone has right to liberty and security of person and no one shall be subjected to arbitrary arrest or detention. Anyone who is arrested shall be informed, at time of arrest, of the reason of arrest and anyone who has been the victim of unlawful arrest or detention shall have an enforceable right to compensation.

In this covenant, everyone lawfully within the territory of state shall within that territory, have right to liberty of movement and freedom to choose his residence. Everyone shall have right to hold opinion without the interference and have right to freedom of expression.
Any propaganda of war shall be prohibited by law. This covenant helped in political and civil development as it undertakes to submit report on measures they have adopted which give effect to rights on the progress made in enjoyment of that right. It shall be interpreted as impairing the inherent right of all people to enjoy and utilized fully and freely their natural wealth and resources.
