It established in 1977, Human rights committee monitors the implementation of international covenant. It composed of 18 members elected by state parties to covenant from among their nationals, who serve in their personal capacity. The committee meets three times a year and one of the function of committee as set forth in “Article 40 to 45 covenant are to study reports on measures state parties have adopted to give effect to rights recognized in the covenant and progress made in enjoyment of rights.
The committee considered the reports and May also asked the state parties to submit the additional information. It also considers the report in public meeting. A summary of consideration of each report is included in committee annual report which is submitted to General Assembly through the ECOSOC.
The committee also elaborates general comments to various articles of covenant and their implementation and progress make toward achieving the observance of rights recognized in the covenant Article 41 of covenant, state party may bring the complaint that another state party is not fulfilling it obligation under the covenant. The committee can perform the function in setting the disputes concerning the application of covenant, with view of friendly solutions of the matter on the basis of respect for the covenant.

The protocols of committee, individual who claims that any of their rights enumerated in covenant have been violated, who have submit domestic remedies, written petition are considered by committee. But if concerns state party to covenant, which is not party to optional protocol then such petitions are not considered communication in light of all written information made available to it by individual and by state party concerned and forward it views to state parties concerned and to the individual.
