The state parties to present convention that the United Nation Charter reaffirms in fundamental human rights in dignity and worth of human person and in equal right of men and women. It also have obligation to ensure equal rights of men and women to enjoy all economic, social, cultural and civil rights.

The universal declaration of Human rights affirms the principle of in admissibility of discrimination and proclaims that all human beings are born free and equal in dignity and that everyone is entitled without any distinction on the bases of gender.
It also concerned that situation of poverty, women have least access to food, health, education, training and opportunities for employment and make establishment of new international economic order based on equality and justice which contribute significantly towards the promotion of equality between men and women.

State parties emphasizes that eradication of apartheid, all forms of racism, racial discrimination, aggression, neocolonialism, colonialism, foreign occupation, domination and interference in internal affairs of status is essential for full enjoyment of rights of both men and women.

Article I of convention state the term “discrimination against women” shall mean any distinction, exclusion or restriction made on the basis of sex which has effect of nullifying the recognition, enjoyment or exercise by women on basis of equality of men and women, of human rights and fundamental freedom in political, economic, social, cultural field. Article II State, State parties to pursue all appropriate means and without delay a policy of eliminating discrimination against women comprises-
(i) To adopt legislative and other measures including sanctions where prohibiting discrimination against women.
(ii) To establish legal protection of fights of women on an equal basis with men through competent national tribunal and public institution.
(iii) To take appropriate measures, including legislation, to modify the existing law which constitutes discrimination against women.

Article VIII, state parties take opportunity measures to ensure women, to represent their government at international level and to participate in work of international organisation.
Article X, state parties shall grant women equal right with men to acquire, change or retain their nationality. They shall not ensure in particular that, marriage to an alien nor shall change of nationality by the husband during marriage automatically change the nationality of wife, force upon her nationality of husband and respect nationality of children.
