There are certain conditions for the formation of a state. If there is a territory, there needs to be some resources to maintain it and provide some security from outside attacks. If the conditions of forming a state are not fulfilled, there are chances of the collapse of the state and the government.
We have seen above that there have been a few tribal states which had their well-defined territory.
But, most of the tribal rulers were attacked not only from outside but within their own territory by non-tribal dynasties and the result was that in course of time the tribal rulers were routed out of their lands.

This happened with many tribes, viz., Bhil, Gond, Koli and Chero. In a nutshell, there are four conditions which are responsible for the formation of a tribal state:
(1) Settled agriculture and organized tribal village community,
(2) Acculturation,

(4) Security from exogenous attacks.
