1. State Council of Educational Research and .Training (SCERT). The headquarters of State Council of Educational Research and Training (Orissa) are located at Bhubaneswar, the capital of the state. The Council was set up on 5th January, 1979 and was formally inaugurated by Union Minister for Education and Culture (now HRD) on 16th January, 1979.
According to the state government resolution No. 16048 dated 1st May, 1979, the SCERT (Orissa) was placed under the overall control of the Director, High Education. Later on, vide Orissa government resolution No. 45119 dated 29th September 1983, SCERT (Orissa) came under the direct control of the State government.
